President Johnson ordered some 9,500 Army and National Guard troops to restore order during the wake of riotous looting, burning, and terrorizing by roving bands of Negro youths which began after the murder of Dr. Martin Luther King in Memphis. For two days the capital was the scene of violent unrest as pillaging and arson swept through the predominantly negro sections of the city across the downtown shopping area within two blocks of the White House...
