Wiley was born in Bedford, Indiana, in 1937. His parents moved to Richland, Washington, when he was still young and he credits his high school art teacher with stimulating further his already keen interest in art. He receivd both his B.F.A. and M.F.A. from the San Francisco art Institute and then began teaching in 1962 at the University of California at Davis.
